Based on previous studies, this paper attempted to advance the discussion on the"good neighborly and friendly relations"policy and related history criticism in the southern 9 states. It consists of 7 chapters.Starting the discussion from its founding age, the present paper introduced the"war-to-peace"situation. It is pointed that its establishment had stopped the era of warlordism and started the age era of relative peace. After reviewing the relevant literature and statistical analysis, the paper moved a step further to the discussion of specific items of the"good neighborly and friendly relations"policy. It is proposed that Wu,South Tang,Former-latter Shu,Min,Nan Han stressed the moral of"good neighbourliness", whereas Wu Yue,Jing Nan,Ma Chu put more emphasis on"pursuing the central dynasty". Peaceful development and public bliss rather than warfare was the theme of their policy, which had greatly facilitated the development in economy, culture and environment at that time. Furthermore, the paper viewed the such historical literature as Zi Zhi Tong Jian with the commentaries by Hu San Xing,two Tang Shu,two Nan Tang Shu,Shi Wen Diao Ji Li Tan,Qian Yan Wu Yue Bei Shi,Zhang Tang Ying Shu Tao Wu,Chen Ting Tang Yu Ji Zhuan,Wang Fu Zhi Du Tong Jian Lun and Wu Ren Chen Shi Guo Chun Qiu to find evidence for subsequent comments. This is the core of the paper, which takes 4 chapters. On the elaboration of these comments, the paper concluded that the"good neighborly and friendly relations"policy had put positive influence on subsequent ages and gained positive appraisal. Finally, it is suggested that such history criticism need further exploration.
