Xi'an Qujiang Cultural Industry Park, Mode Of Operation

In recent years, our cultural industry has developed rapidly, accounting for an increasing proportion of domestic GDP. So the provincial party committee and the provincial government of Shaanxi Province set up an objective which identified Shaanxi Province to "strong cultural province in western part". At this moment, Xi'an Qujiang Cultural Industry Park will fully rely on rich cultural heritage resources that Xi'an had, and set new ideology, new ideas, open up new paths or new ways to speed up construction of the park and development of cultural industry. Meanwhile, it also pushes regional economic, society and culture forward and has been awarded the first National Cultural Industries Demonstration Zone. However, in the course of development that has room for improvement which constantly improve operation mode of the park in order to improve the park's overall competitive strength and achieve sustainable development of the park. This is what the study discussed.According to organizational management theories, industrial cluster theories and the new administration theories, using the scientific method, this study combined with practical on Qujiang cultural industry to analyze the operating mode.First, as the park features of this organization, and the nature of the development of this particular industry, based on the theories which related, the analysis system of operation mode of cultural industry park is established. The model includes three major analytical frameworks: strategic positioning of the park, operations system design of the park, evaluation and controlling of the park.Secondly, in view of established model, taking Qujiang Cultural Industry Park as the research object, this study analyzed development of the park administration settings and features, and refined on the park's four support system:cultural heritage resources, finance, policy, marketing support. In addition, refer to the core features of park operating mode, chapter 3 analyzed the infrastructure, the development of public cultural projects, cultural industry cluster development model three aspects in operating system design analysis. Meanwhile, the business model summarized five characteristics of operating mode of Qujiang cultural industry. There are characteristics of parallel institutions which include MC and industrial investment company, park development functions, major role in promoting cultural projects, development between cultural industries and related industries cluster, the common expression of social and economic value of urban management.Thirdly, this article takes evaluation and controlling research of operation mode in account, using the fuzzy comprehensive evaluation model to evaluate it. By evaluating the results show, the park's business model has reached a good level of effectiveness in basic environmental construction, management order preserving and guidance of management. But in the management of operations, there has some problem as management role changing, management system improving; in the course of economic operation, there are still weak in industry-scale benefits, industrial corelation and intermediary services. The problems and weak above need to be being perfect.In addition, seeing that the analysis and evaluation of operation mode of the park, the paper also studies controlling and running of the park operating mode that put forward suggestions like park management process reengineering, a sound policies and law system making, industrial policy innovating, competitiveness enhancing of industrial clusters and business model promoting for model improvement and sustainable development.
