NGOs in China develop greatly with the reformation and opening up. This period is a special period of, in which market economy develops from scratch, government functions transform deeply, and it is full of of profound changes in social relations and complex social conflicts, social ethics and values also reconstruct. The development of NGOs and the social diversity they bring, will finally break the government monopoly of public power and promote the democratization process and diversification of public governance. NGOs in the community will play an important role in the social transition. Social systems posed by NGOs and the market system posed by various types of enterprises and the national system posed by the party and government organs at all levels, together constitute the trinity of modern Chinese society. But faced with the current environment of China, without government support, NGOs can not play an active role in development and develop greatly, China's economic development, social transformation, political reformation, NGOs, their international and domestic social environment,all this aspects make the cooperation between NGOs and Government possible. This thesis analyzes the ideal relationship between NGOs and Governmen—Cooperation complementary, on the basis of the interaction between them.The thesis is divided into six parts:The first part is the Preamble. It focuses on the background and significance of the thesis, the research at Home and Abroad of the relationship between NGOs and government, and determine the methods of the article through the analysis as well as the innovations and shortcomings.The second part is the model theory analysis of relationship between government and NGOs. First, from the basic concept, expand the reaearch of relation model between NGOs and government, and thus discuss the historical development of relations between NGOs and Government.The third part discusses the interaction between NGOs and the Government. This chapter goes from two aspects: First, the impact of NGOs on Government, it mainly discusses in three aspects: the impac of NGOs on political democratization; the impact on the transformation of government functions; the impact on the legitimacy and effectiveness of government decision-making. Second, how our government influences NGOs.The fourth part is the analysis of the problem exists between NGOs and Government. It mainly goes from the following three aspects: First, the problems exist in the management of the governance of NGOs, such as, Management System problem, inadequate of laws and regulations. Secondly, the own problems of ONGs. Thirdly, social factors, the weak of civic responsibility and volunteer spirit.Part V, the ideal model between NGOs and Government—cooperation and complementary relationship. This chapter first discusses the feasibility of achieving the complementary cooperation relationship between NGOs and Government, and thus put forward the ways to achieve this ideal model.Part VI, It is mainly to summarize the thesis. is mainly through non-governmental organizations and the Government of the relationship between research, the understanding, confidence and expectations.to the complementary mode between NGOs and Government, through research of their relations.
