Government purchasing service from social organizations has become a tendency nowadays.And the services are offered in community.So the community is the basic of NGOs.Even with government contracts,however,social organizations are not always easy to get involve in the community.In this place,the relationship between the neighborhood committee and the NGOs influences the integration of social organization into the community.Although scholars have discussed this problem and put forward relevant explanations,these explanations have ignored the fact that the committee is a duality organization.On the basis of existing research,this study chose W community in Shenzhen,according to the real essence of residents' committees——administration and autonomy,and using resource dependence theory to explain it.In the perspective of administrative,the residents' committee are regarded as the representative of the grassroots government who master more resources in community,so NGOs who would like to acquire social legitimacy rely on it.In the perspective of autonomy,the residents' committee is a self-government organization for residents,which can also be regarded as social organization.Its autonomous functions include providing community service such as self service,so there are some overlap parts with the function of social organizations.And this lead these two organizations become competitors.Its competitive resource dependence mainly manifests in competing for the community authority status and the primary financial resources.The residents' committees with dual nature make a mixed resource dependency relationship with NGOs.And this mixed relationship makes NGOs can not get rid off control and influence from residents' committee and is hard to participate in community service.
