Public Recommendation Directly Patterns Of Rural Grassroots Party Organizations

The model of "direct election by public" refers to the general election at the grassroots party organizations, nomination and appointment of the committees directly changes to the masses of party members and the public recommended by the candidate, then the difference between party members directly elects assembly members, secretaries and deputy secretaries. It is the building of grassroots democracy within the party in the election of a new model of democracy. One of the features is an innovative grassroots party organizations in rural areas who have pre-selected mode, another feature is the implementation of the direct election of ordinary party members. Beginning of the century, the model of "direct election by public" from the village level gradually extended to the township level. After it is affirmed by Seventeenth, the model of "direct election by public" expands to vertical and horizontal.Under the guidance of the rural grass-roots party elections and on the basis inheriting and absorbing many experts' and scholars' studies of the model, the paper systematically reviews the model of "direct election by public"analyzes the characteristics of the model, sums up the problems in running,analyzes influencing factors of the model and proposes strategies of improvement by using the Marxist's stand, viewpoint and method. The main body of the paper can be divided into three parts.The first part analyzes the relevant theories of the model on"direct election by public"of rural grassroots party organizations. Starting from the conception of model, the paper tries to analyze its operation feasibility in three respects: the foundation of mass, reality and practice. This paper also analyzes the theoretical basis and basic principles of direct election model by public.In the second part, by analyzing the operational status of the model, we have concluded that the model has got a remarkable result in promoting social harmony and the development of rural grassroots democracy. But there are also many problems in running. This paper tries to find the causes of the problems.On the basis of deep analyses to the problems existing in the model, the third part proposes four improving strategies:enhancing the sense of protecting democratic rights; improving and optimizing the mode of operating procedures; establishing and improving the various systems on the model of "direct election by public"and dealing with a few of relevant relations related to the "direct election model by public".
