Publicity, as an important aspect of social attributes, has variety characters in different period of history. Whether a society is steady, healthy or not can be estimated from the perspective of social public life. The concept of publicity has a wide range of areas, the text will analyses from three levels– ontology, axiology, and methodology. From the perspective of ontology, human being existents both socially and naturally, as a consequence, publicity problems must be analyzed solved through the co-existence among human and nature, human and human. The way human, the society exists, the relationship between human and society differs as publicity changes in different historical periods. As a social community, it has its own value specifications and value pursuits. Different society has its unique value pursuits; but on the whole, they have some common characters, such as the requirement of"justice". The demand of public value is realistic, concrete and closely related to living conditions and living situations, notabstract. There is no unmixed"public"or"private", public value must be approved by individuals. Means and methods of publicity are widely used in social life practices; many are used in social science. The thought of publicity has deep origination both in China and western countries, and most of them are closely related to politics. In recent years, as the development of western capitalism, liberalists have discussed governments'publicity, relation between government and market, and also protection of individual rights. The real nature of publicity is public relations under certain circumstance. Public relations refer to a unity of relation among subject and object in public domains, based on certain interests. Public domains and private domains are the two sides of a contradiction—private demands and interests must be achieved through public domain, public provide spaces and qualifications. And in reality, variety publicity problems reflect public relations. Politics, economics and culture are main public domains of human activities; moreover, they are significant soil which generated public problems. Concerning about publicity reflects public responsibility not only on the state but also on the world; it embodies not only political legitimacy but also public awareness and spirit. In contemporary China, more and more attention has been attracted to publicity, such as public service, public economics and citizen participation. Publicity has its own positive and negative effects. At last, the text analyzes characters of publicity from the perspective of politics, economics and human, and concludes personal point of views based on current reality and wish to contribute to publicity theory and solving of public problems.
