Research On The Operational Path Of Citizen Oriented Government Performance Evaluation

In terms of the problems that the absence of citizen's speaking right,the limitation of participation,the index design,and so on,which existing in the performance evaluation of the government-led citizen participation.How to ensure that citizens have more right to speak in government performance evaluation,how to ensure the normalization and institutionalization of public participation,how to reflect the citizens-oriented in the assessment of indicators,how to form an interactive democracy,and how to change the form of citizen participation is greater than substance,which has become an important research point.The Citizen-led Performance Assessment provides a realistic path.It is a centralized reflection of citizens' practice of political participation actively.It is a kind of heartfelt,deep dynamic and stable value identity.Meanwhile,it is also one of the important steps in implement democratic unity,administrative justification and change the traditional administrative thinking mode on the country under the rule of law and Democracy,it contributes to the realization of civil rights.In this paper through the Citizen-led Performance Assessment to create a form of cooperation between the government and the people on base of citizen-led and government as a supplement.In this paper,starting from the concept of public participation and cooperative governance theory,in order to realize the citizens from government-led "approved" evaluation into citizens-led to the government supervision and control evaluation,and based on Yu'an government performance evaluation,and this paper is systematically expounded by case study,to the running path of citizen-led government performance evaluation.The main structure of this paper includes the following contents:First of all,the introduction and the first chapter systematically analyzes the background and significance of public participation in government performance evaluation,and then the domestic and foreign related research on public participation in government performance evaluation are reviewed,in order to understand the relevant research results at home and abroad.The first chapter mainly analyzes the relevant concepts and theories.Secondly,in the second chapter,the author puts forward the "Citizen-led Government Performance Assessment",and analyzes the development status of citizen participation in government performance evaluation,and points out the necessity of citizen's government performance evaluation.In the third chapter,mainly through the field case that Yu'an under the guidance of the government performance evaluation of public participation in the whole process of analysis,analyzes the difficulties and causes of public participation in the assessment,and detailed analysis.In the fourth chapter,It is necessary to make a detailed introduction to the two cases of Hangzhou's performance evaluation model which is based on the people at home and the citizen-initiated government performance evaluation(CIPA)model at abroad,to find out the successful experience.Finally,on the basis of realistic evaluation,in the fifth chapter,in order to create a Citizen-led Performance Assessment,under the mode of government-led performance evaluation,We have to improve on three levels,including the institutional innovation,the society and the government.The institutional innovation,establish and perfect the citizen-led performance evaluation system,the top-level design of the law,The procedure of citizen participation and the establishment of normalized performance feedback mechanism to protect the rights of citizens to participate in performance;the society,accelerating the development of social organization development,improve the citizen participation consciousness and ability;the government level,change the government concept,to promote information disclosure and efforts to establish partnerships.
