2010, is known as the first year of microblog in China. The transient rise of microblog gives people very high expectations. As an social "We-Media" with great energy, it has released a bright light after arriving in china. In the microblog space, people record their feelings, share information, focus on current events and pay attention to everything in China. Many characteristics of microblog make it become a square to collect public opinion, which extend the political space to express public opinion and build a new platform for public participation. However, the development of microblog is not so easy, along with consistent games between expression and regulation. How to ease the tension between them is a very serious problem. This article chooses some public events, which had caused strong reaction in microblog, to do a panoramic analysis about the discussions and related actions caused by these public events in microblog. By this way we can observe the expressions and public participations, and the inherent difficulties and the limits of government regulations. We try to put forward some suggestions about government regulation, and expect to make consensus on the regulation, so that we can get a dynamic equilibrium between public expressions and government regulations, and promote the development of civil society and modernization in China.
