In China with 2000 years of the feudal autocratic history,its are a great event with the epoch-making significance that hundreds of millions of farmers will be practing the villagers self-government and become their own master and run their own affairs. The villager autonomy is rooted in China's economic and social soil and Connotate the political culture of China, so the villager autonomy is received widespread concern in domestic and international. In our country,The development of the villager autonomy underwent several stages, which are the start-up, the pilot experiences roughly, overall exploration, demonstration and promote etc. So far, the villager autonomy has made a great progress in many aspects that are established the villager autonomy organization in rural areas throughout the country,perfected the village-level rules,pushed the grass-roots democratic political construction and the all-round development of the farmers' social,inspired farmer' s production enthusiasm and creativity, explored many new forms of democracy and,promoted the process of Chinese democratic construction. We are received many beneficial inspirations that are respect the farmer' s initiative, national conditions, the actual situation of villager and the actual situation of the village in the process of implementing the villager autonomy.However, many problems have arisen in the process of implementing the villager autonomy.For example, the electoral system is not perfected, the relationship between the villagers committee and the Chinese communist party branch in village are need to further coordination,it is not clear that between the township grassroot government and the Chinese communist party branch in village,it is unbalanced development that the development of democratic elections,democratic decision-making,democratic supervision, democratic management, large migrant workers work out are caused adverse effects, etc. In order to promote the healthy development of the villagers' autonomy, The author puts forward the related countermeasuresis suggestions of villagers'autonomy based on the present the basic theory of the villager autonomy system and the villagers autonomy development course improving villagers' autonomy related countermeasures.The first part analyzed the definition of the villager autonomy of several representative scholars. It basically has the following several Suggestions:The first,breaking the household registration system is to ensure the the right to vote of villagers,to clear the election qualifications of villagers;the second,according to the defects of the villagers' congress and villagers' representatives meeting,the author suggests the households representative system shoud be implemented in the rural of our country; The third,in order to rationalize the relations between The Villagers Committee and The Village Party Branch, we should correctly understand responsibility of the party branch in villagers' autonomy and improve the generating mechanism of party branch member; The fourth,in order to coordinate the relation between the government and the villagers committee and grass-roots village party branch,the author thinks that the government functions should be transformed,guided and helped village committee completed work and abolished the closure village of party branch and perfected and completed the rewards and punishment mechanism of the village party branch.
