So in the fourth chapter, I attempts to put forward some superficial method about the construction of public interests with Chinese characteristics. That is, constructing the training mechanism of public interest expression, perfecting the existing espress channel of public interest, innovativing forms and building more platform of public interest expression, constructing the legal rules and system and moral restraint mechanisims of the public interest expression, safeguarding the interests expressing mechanism of vulnerable groups.
