China's Cause Of Aging, The Development Of The Government's Responsibility And Act

China has entered the aging society, but the disabled elderly, the poor elderly, lack of capacity of social old-age problems, and many elderly, were indicative of the seriousness of the development of aging. There has been a lot of research on aging at home and abroad, but the research either from the overall height of the cause of aging, or from the special perspective of government functions are not as many. This paper analyzes the cause of aging by the holistic perspective in which the government should play a role.At present, China's aging population has features like large, fast, structural imbalance, faster and oldest old, empty-nest elderly home in large numbers and so on. The challenges of aging of the population to government is mainly reflected in, the challenges of old-before-getting-rich to the social security system, the challenges of demographic change to economic development, the challenges of less birth rate aging to the security model, the challenges of the special older age groups to the aged service system, the challenges of differences between urban and rural as well as region to the co-ordination and fairness of policy.In the course of the development of undertakings for the aged, the ggovernment has made great achievements, accumulated considerable experience, also revealed some shortcomings. Nowadays, China has established national mechanisms for the cause of aging, achieved the basic livelihood of billions of the elderly at a lower level, developed the social welfare and pension service, guided older industries; safeguard the legitimate rights and interests of the elderly. However, the government do something wrong, mainly in:the cause of aging is not a sound legal system; system design existed errors; financial investment is not enough; supervision and management is too weak.According to the experience and lessons of developed countries, China Government's responsibility for the development of undertakings for the aged should be located in:to achieve wide coverage of social security, to improve the legal and institutional so as to create suitable soft environment, to strengthen supervision and management, to stimulate community force involved in the cause of aging building, to development elderly resources, to enhance the efficiency and level of service from older workforce. Recently, we should seize the five points as following, to expand the sources of funds, to promote equitable distribution and rational allocation of medical resources, to develop diversified pension mode, to effectively guide the development and growth of aging industry, actively cultivate civil society.
