The Research Of Government Responsibility Of The Rural Old-Aging Security Of China

With the further development of market economy and the aging population growing extensively, China’s rural old-aging issues become increasingly prominent. At the same time, the responsibility of government in the rural old-aging security has not been clearly defined or is absent in legal, financial and management aspects. Therefore, till today, farmers with lower position in current urban-rural dual economy are not included in the scope of the unified social security system., the development of the rural old-aging security system is still not perfect.According to the sixth national census data, the total population is1.339billion, among this, the rural population is6.74billion,50.32%of total population, it can be easily seen that farmers are still very important in China society. So the problem of rural old-aging must be solved by government, which is not only related to the stability of the social life, but also to the continued development of the economy, social and political stability.It has been pointed out in18th CPC National Congress that: we should actively address population aging; in order to promote coordinated development of the social security system in urban and rural area, we should institute a complete, multi-tiered and sustainable system for providing basic social security for both the urban and rural population, with emphasis on making the system more equitable and sustainable and ensuring the smooth transfer of social security accounts between localities.Therefore, we should systematically analyze the status quo of government responsibility of China rural old-aging, the absence of government responsibility performance and causes, and also we should accurately understand the operating environment of China rural old-age. On the basis of learning from foreign experience, strengthening the responsibility of the government continuously, thus we will construct the China rural old-aging security system aligning with the National conditions. Talking to the structure of the whole thesis, the first introduction part mainly involves the background and meaning, summary of domestic and abroad research, research methods and innovation. Also the necessity and importance of government responsibility of China’s rural old-aging security is clearly expressed.Chapter two is to introduce the rural old-aging and government responsibility of China, the basic theory and the concept, then an overview of the current situation of China’s rural old-aging security.Chapter three mainly refers to the status quo of government responsibility in China’s rural old-aging security. Shanghai, Anhui and Gansu Province, three representing the eastern, central and western regions, the government responsibility in new rural social old-ageing insurance is analyzed. Through summing up the experience, analyzing problems of the absence of government responsibility and the reasons, the overall status of government responsibility in China rural old-aging security is described.Chapter four is to discuss foreign government responsibility in rural old-aging security. By analyzing Germany, Canada and Brazil’s government responsibility, the experience can be obtained which will be used as reference for China.The chapter five mainly analyzes the solutions to government responsibility in China’s rural old-aging security. The general idea and establishment of the principle of China’s rural old-age is interpreted, including promoting the overall development of the urban and rural social old-age security system actively, improving the rural social endowment insurance policies as well as different levels of the rural old-aging system established according to different regions and population.The last chapter is to give a brief summary to the perspectives in this thesis.The innovative point mainly shows the strong practical significance of this thesis, considering the background of absence of government responsibility, both theoretical studies and actual operation experience of government responsibility of rural old-aging is weak. Besides, by passing the practice of urban old-aging research from most Scholars, this thesis focuses on the rural old-aged, also the theoretical analysis, case studies, and solutions are combined.
