This policy is of important practical significance on relieving the pressure on the employment of college graduates and reflecting their own value. It is an important measure for the coordinated development of different regions, for maintaining the social stability, and for constructing a harmonious society. Therefore, the functions of college students "village officials'" role in the rural construction should not be studied only from the pure economic point of view, but from the view of the countryside culture construction as well.
