Suggestions on Further Strengthening the Work of Spiritual CivilizationConstruction in the Countryside under the New SituationIssued by the General Officeof the Central Committee of the communist party and General Office of the StateCouncil, requires further strengthening of the spiritual civilization construction in thecountryside under the new situation. Spiritual civilization construction in the newcountryside is the principle component in the construction of socialist spiritualcivilization and also an important content of the new socialist rural construction.Inthe new period, in accordance to the overall request in the construction of the newsocialist countryside as "growth of production, well-to-do life, civilized ruralatmosphere, neat rural face, democratic administration ", to strengthen the spiritualcivilization construction in the countryside means to promote spiritual civilizationactivities, cultivate new farmers, develop new culture, advocate new fashion, as wellas improve farmers’ ideological, moral and cultural quality and lift the level of ruralcivilization, so as to push the construction of spiritual civilization to a new hight andprovide ideological guarantee, spiritual motivation and cultural environment forbuilding new socialist rural areas.Starting from the difficulties arising from the construction of spiritual civilizationin the countryside, on the basis of the explanations of the main points concerningcollege-students village officials and rural spiritual civilization, the paper focuses onthe characteristics of college-students village officials and the advantages of the rolesthey are playing in the spiritual civilization construction in the countryside, trying tofind new approaches to spiritual civilization construction. This paper is divided intofour parts:In the first part, the related theories are layed down in regard to college-studentsvillage officials and the spiritual civilization construction. This part mainly expoundsthe developing process of college-students village officials and the connotation ofthe spiritual civilization construction in the countryside. This part, as an accurategrasp of the role played by college-graduate village officials construction of spiritualcivilization in the new countryside, is the basis of this study.The second part analyses main basis of the roles played by college-studentsvillage officials in the construction of spiritual civilization in the new countryside. Itis developed mainly from four aspects, as the unique advantages of college-students village officers, the difficulties, the theory basis as well as the practice basis, pointingout uniqueness of their roles in the construction of spiritual civilization in the newcountryside. Part two focuses on the roles played by college-graduate village officialsin the construction of spiritual civilization in the new country. This part analyzes thecontribution made by college-student village officers to the construction of spiritualcivilization in the new countryside from five perspectives, illustrating the significanceof their role in the process. This part also analyzes the realistic difficulties confrontingthe college-student village officer in the process, so as to prove the necessity ofimprovement in real work.Part three displays the principles that college-students village officials shouldadhere to in this process and college students’ village officials should be able tohandle various relationships and maintain steady development of the construction ofspiritual civilization in the new countryside in an all-round way.Part four mainly points out the approaches available to college-students villageofficials in the process, which are analyzed from five aspects, as ideological education,new farmers, innovative activities, cultural life and ecological civilization so as toprovide methodological guidance for strengthening the construction of spiritualcivilization in the new countryside.
