The Overall Management Plan for National Public Emergency issued by the State Council in 2006, define Public Emergency Incident as follows: the Public Emergency Incident refers to the emergency incidents caused or might cause heavy casualties, property damages, severe ecological environment damages and will endanger the public security.The Public Emergency Incident, in this definition, means out of control and once appears it will definitely disrupt the regular social order, and will cause severe impact on all social circles and cause great threaten to public profits and people's lives. It happens by chance but also inevitable, in this regard, no countries'government can avoid such crisis.The Public Emergency Incident is the reflection of contradictions, and the government as the management body, its behavior in dealing with the crisis is the factual basis of the public recognition and rebuilding government images. Therefore, the public emergency brings various challenges, but at the same time it is also an opportunity for the building of government images.The whole essay describes the construction of government images during public emergencies in three parts, and strives to find the"threatening"and"favorable"elements for the construction of government image and tries to propose suggestions and countermeasures to reverse"threaten"to"opportunity".The first part focuses on the review of the Public Emergency Incidents and the construction of government images; The meaning of Public Emergency Incident, crisis management and emergency management, and the classification and characteristics of public emergencies, and the features of the incidents happened in our country; The conception and essence of government images and the comparison between government images in normalcy and public emergencies.In the second part, a substantiation analysis has been made in the construction of government images, such as SARS and the Wenchuan Earthquake.The third part proposed some deliberations and countermeasures regarding the construction of government images in public emergencies in response to the earlier mentioned examples.
