Emergency Management Of Rural Urgent Public Incident Under New Situation

Since the 20 th century,the emergency public events have occurred frequently in different districts of the world accordingly,which has brought great threats and losses to the local people's life and property,and seriously affected the local people's normal production and life.How to effectively cope with emergencypublic events,is not only a matter of a specific country or region,but inspires the people around the world for the research of the management on emergency public mechanism,because thecharacteristics of universality about emergency public events leads to the global emergency public event management.At present,our country is in the midst time of reform,in such social transformation and economic transition background,social contradictions and risk significantly increased,especially when the further widening of the gap between rich and poor in the urban and rural areas,and long falling offin reform anbout economic construction,infrastructure investment,welfare etcat rural areas,leading to more serious social contradiction and people's discontent in recent years as the process of "urbanization".At the same time,it's frequency reported that health care,education,pensions,food safety ofemergency public events which people care about most.Compare to citie,the rural area has a lot of problems in dealing with theemergencypublic events,and increase the capabilityof emergency public events.Thus,improving the ability of emergency public event management in rural areas,and promoting national smoothly across the "middle-income trap",is the inevitable event before the rural government.This paper mainly wields literature research,social investigation method,case method and other research methods.Based the further investigation in W county,a sichuan province,the paper firstly analyzes the existing causes in the county among natural disasters,accidents disasters,public health,social security incident emergencypublic events,and find that natural disasters and public health is of the biggest influence emergency public events on W county;Then selectstwo emergency public cases:the "4.04",a representative management in the county on extreme weather,and H7N9 bird flu prevention and control,and comments the government' method in dealing withsuch emergency public events,and summarizes the universal problems inthe process of emergency public event management exiting in the countryside:the process of emergency public event management system is imperfect;the lack of ability construction in preventing in grassroots government;monitoring and early warning ability serious lack;the recovery mechanism is imperfect;the responsibility mechanism is not sound;first-line managers lack capabilityof emergency management.Finally,learning from the United States and India,which meet hazards,but can effectively cope with emergent public events and accumulate advanced experience,such as improved emergency management mechanism etc.and combined with the actualexisting situation in the rural areas in China,the paper puts forward some specific effective reinforcement measures on: the the process of emergency public event management system/monitoring and early warning ability/the ability construction in preventing/the recovery mechanism etc.
