Government Leadership Development Study

Leadership is the most attractive and the most mysterious keyword in today's society, the most important functional area in the leading activities, the sustainable vitality of the leading activities, the booster of the organization as well as the country, the direct impact on the direction and process of social development. The world shocks, times change, the elements of leadership behavior are also changing. The leadership behaviors only constantly adapt to the changes, timely response to the situation and make full of strategies to control the developments, then it could get the favorable factors together, and integrate them into a powerful motivation to acquire new development results. In this sense, leadership is the winning force of the current social development. In modern times, due to the differentiation of the state and the society, the Government has become a relatively independent entity, in the relationship between the government and society, the government increasingly by his own actions to prove that it is not passively adapt to the requirements of social development, but rather dynamically play an active role in society. During the process of development in modern society, the government also plays an active guiding role. With the rise of globalization and the development of China's socialist market economic system, the government's leadership is also facing new challenges. In this macroeconomic context, how to give full play to the Government's leadership, to promote the continuous deepening of reform and social development is worth considering. However, currently in domestic and international academic circles, there is lack of the systematic research about the government-leadership, which left the explore space to the writing of this paper.In this paper, government-leadership is studied as the object. The intention is, by using theoretical research and inductive analysis methods, according the requests of the state and social development, cross-use of leadership and administration knowledge, making a comprehensive and original study. The government-leadership in this paper refers to the integrated power to realize government responsibilities and settled goals, basing on the comprehension of inside and outside situation, by using various resources and means to act on the leading objects and environment. Based on extracting the core values of government-leadership, the construction of the government-leadership structure is proposed. Then the paper further analysis of the current construction of China's government leadership, points out the achievements and shortcomings, cites the construction experience of developed countries ; and finally puts forward some advices for the construction of China's government-leadership, including of updating the concept of the government, optimizing the behavior of government leaders, forging the qualities and capacities of the civil servants, structuring the institutional environment to enhancing the government-leadership, which would lead the direction of the further for China's economic and social developments.
