The results of the sixth census in 2010 show that: the proportion of the population over 65 years reaches 8.87%, which has risen 1.91 percentage points compared with the fifth census in 2000. With the acceleration of population aging process, the reduction of the children's number and the faster growth rate of the senior citizens, in the future, family pension will be unsustainable in the rural areas of our country. In recent years, relevant departments of civil affairs advocate to establish social welfare for the "three no" elderly in the town, to develop apartments for the elderly, nursing homes and aged care homes and to provide the elderly of different economic status and life skills, especially the sick and disabled people with services to the aged. They also strengthen the construction of nursing homes in the rural areas and provide the "five guarantees" elderly with Centralized support places and living services. It can be seen, pension institutions in the future will be an important way to ease the pressure of rural old-aged.This article will focus on Shandong Province, trying to grasp the overall status and major problems of the development in China's rural pension agency through the research of this typical area. This thesis is divided into introduction, four chapters and appendix. Introduction describes the background and significance, makes review and analysis of the relevant literature, elaborates research data used in this paper and research methods. Chapter 2 analyzes the status and needs of old age pension through the survey data of elderly population in Shandong Province. Chapter 3 introduces the development and outstanding problems of rural old-age institutions. Chapter 4 analyzes the rural older people's awareness and attitude to pension agency mode. Chapter 5 calculates the potential demand for beds in the pension institutions of Shandong rural areas, analyzes the main issues of Shandong organization support in the future and proposes some policy recommendations.
