Research On The Issue Of "Mutual-support "in Rural Areas Under The Background Of Population Aging

The population aging is a common social problem in the world-wield.”Aging before getting rich” is the basic feature of China population aging, However,under the influence of dual economic structure,the unbalance population distribution between rural and urban and the higher aging degree in rural than in urban intensify the pension difficult of rural. On one hand,the tendency of “rural hollowing”,the “core family structure” in village,etc. Cause the lack daily care and spiritual comfort;on the other hand,the low-level social pension,the limited pension bearing capacity and the limited service level contribute to the hysteresis of rural pension career.What’s more,influenced by the traditional idea,nostalgic provincialism,etc.many elders do not would like to go out to live and pension, it is the reason why the number of “empty nest family” increase rapidly. In 2008,Feixiang,Hebei province firstly develop the mutual-support,through the mode of “build house collectively,living intensively,self-protection and mutual-service” to meet the elders’ desire of “leave home but not leave village,leave family but not the kinship,insurance in village,enjoy at home door”,then the hot tendency to develop” mutual-support ” proved that it it being great adaptability and potential.But as a whole, the development of” mutual-support “is still primary, the experiment unit is also in the progress of explore and summary gradually;to face the influence of the citizen income level, the government finance condition, the nature geographical feature, etc, how to build diversified mutual pension mode to show its comparative advantage under the precondition of meeting the “pension needs”, and to come up with strategies to promote its development is the core matter in this paper.Based on the view of “ mutual-support ”,the first chapter connect the background of population aging to analysis the new situation and challenge through the method of exited literature,and then put forward that the development of “mutual-support ” can cope with the pension dilemma in rural with distinguish meanings.The second chapter based on the three theories:empowerment theory,social quality theory and social exchange theory, to analysis the connection between these theory and “mutual-support ”and explore the shortcomings of present research through the study of literature.Thethird chapter introduce the main situation of “mutual-support” development and analysis the characters of “mutual-support”,as well as its comparative advantage to meeting the elder care needs, then come up with the necessity and the feasibility of developing “mutual-support” under the background of population aging. The fourth chapter is one of the core parts in this paper, taking L city,Sichuan province as the research sample, visiting the participate subjects of “mutual-support”,including elders,elders’ offspring and country leaders,to study the structure of “elder care needs” and its influencing factor,at the same time, to analysis the attitude of elders’ offspring towards the “mutual-support”.The fifth chapter is the foothold, based on the forth study,according to meeting the “elder care needs”,come up with “mutual-support” modes from four perspectives:type of habitation,service system,operation pattern and developing orientation,meanwhile,put forward some suggestions which governments could take into consideration.
