In the late 1990s,China's urban grassroots democratic reform started. Reform aimed at breaking the traditional sub-district office—neighborhood committees system, changing the administrative committees of primary role of the government clerk, achieving truly communities autonomy. Democratic election is the basis and premise of democratic decision-making, democratic management and democratic supervision. Direct election of neighborhood committees is starting point and important part of urban grassroots democracy. Since 1998, experimental work carried out one after another, expanding the scope of neighborhood committees'direct elections. But indirect election is still the primary way of neighborhood committees'election.Although the direct election of Urban Neighborhood has great significance to building grassroots democracy, but that does not mean that the current urban community committees'direct election should be expanded nationwide. There are two issues must be discussed. The one is if urban community committees'direct election is necessary, and the other is whether it has political, social and economic conditions. Through case studies, the writer makes objective evaluation to the effect on grassroots democracy construction of urban community committees'direct election. According to the related theories of political science and sociology, the writer analyzes the function and conditions of urban community committees'direct election. Based on case studies and theoretical analysis, the development direction of China's urban community committees'direct election is proposed.
