Study On The Practice Of Recommendation By General Acclaim And Direct Election In The Practices Of Grass-roots' Democracy

In August 2009, "Recommendation by general acclaim and direct election" was positively tried and carried out in the job of general election of the party organizations in the municipal communities in Qinhuai Distiict,Nanjing,which realized a new breakthrough that democracy was further enlarged in the election of the grass-roots'party organizations. "Recommendation by general acclaim" is an issure of initial nomination,which means the party members and the masses recommend the members of the leading group of the grass-roots'party organization publicly,whose aim is to enhance the foundation of the validity of the leading group of the grass-roots'party organization. "Direct election" is an issure of free choice, which means the secretary and the deputy secretary of the grass-roots' party organization are elected by the party members directly,whose aim is to fully express the elector s' will.By saying " Recommendation by general acclaim and direct election",we mean the members of leading group of the grass-roots' party organization are mainly and directly elected through such procedures as recommendation by general acclaim of the party members and the masses,confirmation of the preferential candidates,direct election in the meeting of all party members, etc.This study tries to retrospects and summarizes the main practices of "Recommendation by general acclaim and direct election" in Qinhuai District from the perspective of the innovation of mechanism in the construction of inner-party democracy in Qinhuai District,Nanjing, and summarizes and generalizes the experience of the innovation of mechanism,furtherly discusses the new situations and problems arising in the course of "Recommendation by general acclaim and direct election ",and accordingly puts forword some countermeasure proposals and suggestions to the problems.
