The aging population has become the focus of the world and the public, the aging of population and social, economic, environmental, resource coordination and development are closely related, according to the United Nations Population Fund report, until 2050, the global population of over 60 years old will occupy 1/5. Under the guiding ideology of "active aging" and "healthy aging", seeking the most suitable pension model for their own national conditions is the priority issue for each countries. Followed the long-term process of exploration, each countries were found effective pension system, nursing care system and pension model for their own economic and the social development.This paper is focus on the international popular old-age service practices, starting from the old-age service system to the elderly care system, community home care and pension institutions by international comparison and intensive studies. According to the specific content of endowment service provision and provide regional difference, focuses on research and international reference to care for the elderly and nursing, community endowment and pension institutions. Advanced pattern of foreign elaborate organizational form from content of the service, fund raising, professional level to speed up the construction of the elderly service system in Shanghai area from several aspects. At present, Shanghai is in the construction and implementation of the old service system, it has made some achievements, while there are still some contradictions and problems. The paper uses the literature research method, investigation method and comparative analysis as the main theoretical basis, take theoretical study on international pension service system, and by comparative analysis of judging deficiencies to find out shortcomings of Shanghai’s old-age service system, and puts forward some constructive suggestions for the further implementation of the corresponding, perfection of Shanghai for the old service system and it has a positive significance.
