With the family planning policy’s improvement and implementation as well as modernmedical technology’s reform and innovation, the degree of population aging in China is onthe rise. The huge challenge brought by the aging tendency of population is not simply aboutthe support for the senior citizens’ economic life; more importantly, it’s an issue concerningold-age service and spiritual consolation. China is one of the countries which have the largestaging population and highest growth rate of elderly population. At the end of2011, thepopulation aged60and over in China had reached185,000,000, which was13.7%of China’stotal population. For the reason above, the Party Central Committee and the State Council haspaid high attention to the aging of population; and has written ‘give priority to thedevelopment of old-age service industry’ into the12thFive-Year Plan. To practically solvethe problem on old-age service is not only an important component part of building aharmonious society; but is also the inevitable choice for the adaption of the economicdevelopment level.In December2011, general office of the State Council printed and distributed TheConstruction Plan for Social Old-age Service System (2011-2015) which clearly pointed outthat the social old-age service system in China is ‘based on home care, relying on communityendowment, and supported by pension institutions’. However, affected by the increasinglyserious aged tendency of population, the function and pattern of traditional home-based carefor the aged are facing severe challenges. To some extent, current old-age service system isnot able to meet the needs of diversified and multi-level old-age services. The care for theaged is no longer simply a family issue and social participation should be encouraged, that isto say, community undertaking the corresponding responsibilities is an urgent need. Cultureendowment in the process of old-age care is a way that can both reflect the ideas of traditionalculture and fit in with modern humanistic concern; and it plays an important role in manyaspects, such as realizing aged people’s self-value and satisfying their requirement of old-agecare. During the12thFive-Year period, by all means, culture endowment should be absorbedinto the current social old-age service system; and a new pattern of old-age service systemwhich is ‘based on home care, relying on community endowment, supported by pensioninstitutions and in pursuit of culture endowment’ needs to be built.The subject investigated in this paper is the old-age service system in Jilin Province.Besides, in this paper, detailed description on the ‘4in1’development mode of old-ageservice system in Jilin Province will be offered. Meanwhile, this paper summarizes thedevelopment history of old-age service in Jilin, explains old-age service’s operation status inJilin, borrows ideas from the domestic and foreign old-age service’s successful experiencesand finally provides solutions and long-term plots for Jilin’s old-age service by using thetheory of public goods, the theory of welfare pluralism and the theory of social justice, from areformed and developmental point of view.This paper discusses the construction of old-age service system in Jilin Province in5parts. The first part is introduction, pointing out the research background, investigationsignificance, references, research methods, innovation points and difficulties of this paper;while the second part introduces the fundamental theories on aging of population and old-ageservice system. The third part is an important part that covers the innovation points of this paper; it analyzes the operation status and current problems of Jilin’s old-age service system,discusses the community home-base care for the aged from two different angles–urban andrural, and further suggests the development situation of pension institutions. Part four offersdetailed description about the operating mechanism of social old-age service system abroadand in our country’s advanced provinces, provides successful experiences as references forthe development of old-age service in Jilin Province; furthermore, it suggests thecountermeasures for improving Jilin’s old-age service system and emphasizes on thedevelopment and construction of nursing houses which can offer medical treatment. The lastpart investigates the development of Jilin’s old-age service system on the whole; andproposes its future development direction and long-term development plan.
