China’s urban neighborhood offices are peculiar product development, urban management to follow the history and presence of the government agency. They are responsible for special functions and social affairs management functions of the city’s foundation regime, and being the connection between the government and the community. Over the years, on the city’s street management planning, harmonious community construction, orderly development of the regional economy, and other aspects of social security comprehensive management, the offices play an important role in urban social stability. As urbanization continues to accelerate, the government;s regulatory and social functions is under gradual change, and complex community development needs management and administrative functions of the subdistrict office no longer meet the requirements of the demands of the current era, update of management functions of streets and innovative street management practices has become the important issue of the government to effectively manage the city and maintain social stability. On this basis, the researchers of Street office management practices is helpful for the healthy conduct of China’s urbanization and modernization.In this paper, Shajing subdistrict office of Bao’an District in Shenzhen City is chosen for the case study. The introduction briefly introduces the background and significance of the topic, introduces the research methods literature, case studies, logical method combining the theoretical basis of this paper analyzes the innovation of this study.The second part analyzes the introductions of Street office management, mainly from the aspects of city administration and management, street office management and development as well as the evolution of street management features, combing the street development history, to sum up relevant features of Street office management.The third part is the study of the Bao’an District, Street office management practices and problems of the status quo. Firstly it introduced the historical background of the establishment of street manhole, analyzes street location and status functions, focusing on three narrative aspects:the street being a manhole problems in fulfilling the functions from the tedious administrative affairs with fine, after regulatory delays passive, low administrative capacity efficiency.The fourth part focuses on Street offices’ deep-seated problems and analysizes the reasons. The main reasons to the four below:Unreasonable administrative organizational structure; administrative staff quality is not high; administrative regulations system is imperfect; and less-developped admistrative concept method. Based on a clear understanding of the causes of the problem on the street, we can only make recommendations and effective countermeasures.The fifth recommendation on innovative Street office management practices is to establish the concept of service-oriented government, subdistrict office management functions allow the return of standard, establish a reasonable constitute governmental functions; rationalize the relationship between the three urban streets, effectively change the street management functions; explore new models of public service outsourcing public services diversification, liberation of some of the administrative duties of streets and communities.The sixth part is about the Street office management reform prospects, the study presents deficiencies.The seventh part summarizes the streets reformation.The innovation part of this paper is to analyze the use of the angle of the case management practices of the status quo on Bao’an District, Subdistrict Office. It conducts a comprehensive analysis, a more scientific and objective evaluation and management according to the plight of manholes and possible future development. It aims at urban management of public Service, polycentric governance models and new references to the new situation of public service outsourcing. I hope this research can investigate the administrative functions of the office as well as changes in street manhole, Bao’an District, grassroots management of administrative reform can help a hint.
