Analysis On The Problems And Countermeasures Of Letters And Visits In China

Letters and visitors is the way to reflect the social opinions and to require rights and relieves. Doing the job of letters and visitors well and perfecting its system are the needs to promote the construction of the democracy and to ensure social stability and orderly development. During the last thirty years of reform and opening, the letters and visitors system in our country, based on the experiments and lessons, has made much progress in the joint endeavor of governments of all levels. As the economy and reform have been processing greatly, citizens’ mental ideology, is rising accordingly, as well as the eager of joining the political activities and the anticipation of the administration departments. In the time of social transfer, many social conflicts results in a great number of problems of the letters and visits system:large in scale, increasing number of people and violent behaviors. Group accidents caused by the problems seriously threatened the stability and harmony of the society. The reports of conflicts between people and government and reflections of people in an extreme way are easy to be seen. The staff working in the real conditions have also faced tough problems to be solved. This thesis, based on the ground of brief research referring to the present conditions of the work, discovers the extrusive problems, including the non-standard system, weak consciousness of the staff, high number of the petitions and incapability of solving the problems. The reasons are varied, but they all get close to the limitation of the systems and procedures. The paper analyzes the cause of the extrusive problems and summarizes the reasons:the system and psychological problems existing in both the department staff and the petitioners etc. It also analyzes the problems from the perspectives of improving the working capability of the staff, fastening the legalization of the system and strengthening the ability of forecasting.Our system of letters and visits has not yet fitted to the complex social environments. In order to protect the legal rights of the citizens and to ensure the orderly development of the work, a working system of letters and visits or even the law of it suitable to our present national situation is essential. So it is quite urgent to analyze the problems of the letters and visits in the new trend so as to find the way to reform the system and the mechanism.
