The public reacts strongly to some working behaviors of civil servants including the absence of consciousness of public servant and responsibility, serious corruption, inefficiency, and buckpassing and wrangle. It significantly reflects that the recent building of civil service cannot satisfy the requirement of national economy, which hardly achieve people’s aspirations to the establishment of an honest and highly efficient government. The core factor is believed to be the missing of morality construction among the national servants that has led to critical loss of faith, low self-cultivation, neglect of professional ethic education and incomplete supervisory system. The weakness of civil servants’professional ethic has a strong impact on development of social transition and healthy economy.This essay mainly focuses on the research of establishment of civil servants’ professional morality. First of all, the importance of the construction on professional ethics among office-bearers has been analyzed by applying its definition, characteristics and relevant content.
