Research On The Service Oriented Party Organizations At The Basic Level

The eighteenth plenary session of the Communist Party of China put forward that to build a service orientend ruling party.This is a significant adjustment of the way to fix the organization positioning and setting pattern.<The decision of the Central Committee of the Communist Party of China on major issues concerning comprehensively deepening reform>was made in the Third Plenary Session of the 18th CPC Central Committee to do the comprehensive deployment of deepening rural reform.The village level party organizations are the basis for the party to work and fight in the countryside,is also the core of leadership to promote rural reform.The level of service ability of the village level party organizations affects the implementation of the party's reform policies,and also impact on the overall situation of rural reform and stability.The main contents of this paper include the following aspects:To analyze the connotation,theoretical basis,development and development of the construction of the service oriented Party organizations at the basic level.To analyzing the experience and existing problems of our country's basic level party organizations in serving the masses,to explore the innovative mode of service oriented Party organizations at home and abroad.The main problems existing in the construction of the service oriented Party organizations at the basic level in our country are analyzed.Taking Dongping County in Tai'an city as an example to explore the needs of the masses for the construction of service oriented Party organizations,and explore the direction of the construction of the party organizations at the grassroots level.In recent years,the exploration of the construction of the basic service oriented Party organizations is full of vitality.In many places,it has been a good experience,but there are still some problems in the theory.The problems in the construction of the basic service oriented Party organizations at the present stage are mainly service consciousness is not strong,the service system is not perfect,the service mechanism is not perfect,the role of the service place is not obvious.The service demand of the masses to the basic level party organizations was mastered while the the construction direction of the basic service oriented Party Organizations was established though the field investigation in Dongping County,Tai'an City.We must optimize the party's basic level organization,innovate the service capability of the basic level party organizations,explore practical service carriers,enhance the level of service support for the party organizations at the grassroots level,run the Party strictly.Then we could perfected the organization system and straighten out the management mechanism,implement the service funds and build service positions,select the secretary of the village Party Organization and distribute the service population,rule the Party strictly and grasp the system guarantee.We are sure to wade out a pattern which is reproducible for the construction of the basic service oriented Party organizations.
