| As an important subject in the construction of cultural and tourism-oriented towns,the government shoulders important responsibilities such as planning,protecting and developing cultural resources and providing public services,which plays a crucial role in the development and cultivation of characteristic towns.Taking Songkou town,Yongtai county,Fujian province as a case study,this paper analyzes the status quo of government responsibilities in the development of cultural and tourism-oriented towns,and points out that the government has the following problems in the process of promoting characteristic towns: unscientific planning of characteristic towns,excessive government intervention in town’s construction and investment,insufficient development and protection of cultural resources,inadequate and low-quality public service supply for characteristic towns,and insufficient synergy in multi-subject cooperative management.The reasons of these problems are mainly due to the overlapping power of government in planning,the impulse of the local government’s political achievements,the weak awareness of cultural protection,the shortage of government finance and the self-interest of the government.To promote the healthy development of cultural and tourism-oriented towns,the countermeasures must be taken as soon as possible.Firstly,the government should plan and design the characteristic towns according to local conditions.Secondly,the government and the market should work together to promote the sound development of characteristic towns.Thirdly,the government should create cultural brands and symbols with local characteristics of cultural and tourism-oriented towns.Fourthly,the government should provide adequate and high-quality public services and create a favorable business environment of characteristic towns.Last but not least,the government should build a multi-subject governance system in characteristic towns.Only in this way can the characteristic towns be better developed. |
