Research On Government Behavior In The Development Of Industrial Clusters

Industrial cluster plays an important role in China’s development of electronic information industry, and electronic information industry cluster gives significant support to the continuously enhancement of the economic growth of China. Most of electronic information industry cluster in China is formed by the government, and the government in the development of industrial cluster plays an important role. However, the industrial cluster is a kind of organizational form of the market economy, the government should follow the laws of the market in the cluster development, and adhere to the basic principles of scientific nature and sustainability, so can promote the healthy development of clusters.In this paper, taking the electronic information industry cluster in Shaanxi Province as an example, we analysis the government behavior in the development of electronic information industry cluster problem. Through the analysis on the development status of electronic information industry in Shaanxi Province, we find that the electronic information industry in Shaanxi province has grown rapidly, and provides an important driving force for the economic development of Shaanxi Province. However, the development of Shaanxi electronic information cluster is in a development period, there are many problems, such as excessive dependence on Government’s preferential policies, the lack of technology innovation, research mechanism is not perfect, the lack of talent support, and the lack of perfect intermediary organizations, which makes a rapid access to risk a recession.In this paper, we first give the summary of industry cluster related concepts and classification theories, the competitiveness of industry cluster elements theories and the government behavior in the development of industrial cluster and other related theories, combining with the successful cases about government behaviors in development of international industrial clusters (American Silicon Valley and Taiwan Hsinchu Science Park). Then, we make the analysis of the current situation of the development of Shaanxi electronic information cluster, and the existing problems. From the point of theory and practice, we provide valuable suggestions for the government of Shaanxi Province in the promotion of electronic information industrial cluster development and upgrading process. In this paper, we think that the Shaanxi provincial government should earnestly respect through science and sustainable principle, correct the position of government role in the cluster development, implement the talent strategy actively, insist improving the cooperation mechanisms between university and enterprise, continuously improve philosophy of government service, develop and perfect social intermediary organization system, carry out innovation strategy and construct innovation network, and then can promote the healthy development of industry cluster.
