Culture plays an important role in the development of a city. It is the core of its influence and directly related to its cohesion and vitality. As an agricultural country, China’s rural culture construction development is directly relevant to the socialist modernization and cultural construction of the whole country.As Chinese government constantly attaches great importance to the development of the rural cultural construction, rural cultural development has made great progress in our country. However, the rural cultural construction development is relatively lagging. There are still several constantly emerging problems to be solved in the field of the overall quality, idea and ideology, cultural infrastructure, management system and cultural position, which seriously hindered the development of rural culture in the process of urbanization.This Thesis is based on typical cases of the development of rural culture in Baohe district of Hefei, particularly on its development situation and the existing main problems. The author put forward several measures on our country’s current rural culture construction, including how to speed up the reform of cultural system, improve the cultural mechanism, promote rural culture and education, improve talent cultivation, increase capital investment, normalize the standards of culture market and balance urban and rural culture. Thus, for one thing, the government can utilize the radiation function of culture to stimulate rural development; for another, it can make the sharing of the cultural and public information resource a reality to promise that peasants have equal rights and the same access to public culture service, etc.
