A Study On The Construction Of Public Employment Service System For Migrant Workers From The Perspective Of Marx 's Social Justice

With the rise of reform and urbanization, a large number of surplus agricultural labor forces have poured into the city. The migrant workers’ employment and assimilation into an urban citizen become an inevitable development trend in urbanization. Due to the influence of Chinese traditional dual system of urban and rural policies, agricultural surplus laborers will seek employment in the city. Their occupation is the city workers, but their identity is peasants, and " Migrant worker" is a label used to refer to the special group. They play an irreplaceable role in the city, but they cannot enjoy the same treatment with the city laborers. This not only brings an obstacle to the realization of social fairness and justice, also affect the social stability and harmony. Therefore, how to effectively provide fair and just employment service for the migrant workers has become an important issue.From four parts, this article studies the public employment service of migrant workers:The first part of the article mainly introduces the reason and the significance for the choice to the topic, outlines the research status, research methods and main innovation and defines the relevant concepts in the article.The first chapter analyzes the connotation of the concept of Social Justice of Marx interpretation from three aspects—the basic implication, value orientation, and approaches of realization Social justice is the justice shared by "everyone", the justice reflected by the unity of equal rights and equal obligations and the justice in the complete eradication of class, which is the guarantee of everybody’s free and overall development of Justice and which is to protect everyone’s free and comprehensive development of justice. This justice provides people with basic values and basic rules of conduct, maintains equality, justice, harmony and peaceful social order.Chapter two focuses on the great significance of of constructing the public employment service system of migrant workers from the perspective of social justice in Marx’s view. Strengthening peasant migrant workers’ public employment service system is a magnificent manifestation of people-oriented concept of governance, one of the most important measures to achieve social harmony and stability and an essential step to narrow the urban-rural economic gap and coordinate urban and rural development and an meaningful method to safeguard migrant workers’ rights and realize their self development.The third chapter analyzes the reality of the peasant migrant workers’ public employment system, scrutinizes the problems of injustice in the employment of the migrant workers in the existing public employment service, and analyzes the reasons of discrimination and unjust system resulting in keeping them from seeking fair and just employment.The fourth chapter puts forward some countermeasures and suggestions to construct the migrant workers public employment service system in china, guided by Marx s social justice view. It points out the necessity that we should speed up the construction of urban and rural policies and regulations system, increase financial support, perfect the mechanism of migrant workers occupation skill training, optimize the employment environment to build the public employment service system for migrant workers so as to enhance the employ ability of migrant workers.
