With the opening and reform into the deep water area and crucial period, the risk is more and more as the shadow follows the form of reform and development. As we all know, the risk is unknown and destructive, The risk of the outbreak will increase the cost of social governance, risk is not conducive to social stability and development. In many of the sources of risk, public policy as the embodiment of national social governance, because of the huge influence which can not be neglected as risk sources, at the present stage of comprehensive deepening of reform, the major public policy because of its significant effect on the people’s livelihood must be paid more attention to and actively took measures to prevent and resolve.The situation of our country determines the major public policy risk is inevitable. Therefore, we must set up the correct view of risk, correctly treat the policy risk based on the conditions of our country, then take measures to prevent and defuse it. In the face of the new features in the new period, this paper points out the shortcomings of policy risk early warning mechanism of China which has been established on the basis of the study, and try to establish and perfect the mechanism of risk early warning of major public policy in china. At the same time, this paper attempts to establish the related mechanism based on the early warning mechanism to make it work better. Through the risk early warning mechanism’s working of the monitoring major public policy risk, doing risk assessment and risk early warning based on the risk monitoring. resolving social risks to the maximum extent, promote social stability and development.
