Rural Grassroots Party Organizations Under The New Circumstances In Accordance With The Law Governing The Research

Governance by law is the Rule of Law for further improvement and development, to reform and improve the Party's leadership and governance of the major initiatives. Communist Party of China is an overarching power from central to local levels of government, the ruling Chinese Communist Party are playing functions. In the rural society, the ruling of the main rural grassroots party organizations, the party of rural grass-roots organizations of all work and combat effectiveness of the foundation of the party's ties with the masses and bridge the party's leadership is an important foundation and critical level. Since the reform and opening up, enormous changes have taken place in rural areas, rural grassroots organizations, leading to really take off society in rural areas, building a new socialist countryside historic mission, we must strive to enhance its governance capability.This paper consists of introduction, body, conclusion of three parts. Introduction This paper briefly describes the background of writing, writing purpose, meaning and related concepts. Text is divided into three parts. The first part of the rural grassroots party organizations according to the law governing the necessity and urgency; the need for the implementation and expansion of the Rule of Law based on the needs of grassroots power and urgency of change to suit the new situation in rural areas and grass-roots party organizations self-construction. The second part of the rural grassroots party organizations under the new situation according to the law governing the status and problems. First analysis of the rural grassroots organizations to achieve positive results according to the ruling, followed by that of the rural grassroots party organizations according to law problems, and then analyze the cause. The third part is the core of the full text. First of rural grassroots party organizations to strengthen governance by law is premised on party and government must handle the relationship between the party-French relations, the party's leadership and village self-government. Against the party in the governing law of grassroots organizations, problems, propose solutions to problems from the six paths:1, change the traditional governance and the mindset to enhance the rule of law, establish the concept of governance according to law; 2, to enhance its governance capability, must be constructed according to the law governing the system and system security; 3, the development of inner-party democracy, as the law governing the establishment of rural grassroots party organizations and political base; 4, strengthening the rural grassroots party organizations, to provide organizational guarantee for the governing law; 5, efforts to create rural grassroots organizational environment and the rule of law governing the soil; 6 establishment of effective monitoring mechanism is the fundamental guarantee to govern according to law.
