Research On The Construction Of Grass - Roots Service Party Organization

In the report of the Eighteenth National Congress of the Chinese communist party, it is emphasized that “We should construct a Marxist ruling party with strong learning capacity, service consciousness and innovation. And at the same time, we should ensure that the party will always be the leading core of cause of socialism with Chinese characteristics.” The report puts forward for the first time the need for constructing a service oriented party and takes the "service" as one of the channels and goals of Party construction. The construction of the service-oriented Chinese Communist Party has distinct characteristics of the times, which reflects the essential regression that party members maintain close ties with the people. This also indicates the scientific change in the party’s method of leadership and governance during the new period, which not only meets the needs of the overall development, but also conforms to the expectation of broad masses of the people.Based on the review of relevant research literature at home and abroad, this paper introduces the basic concepts and the relevant theoretical basis of service-oriented party organizations, and conducts a survey on the basic situation of the party organizations and party members in Baoan District by method of questionnaire and on-the-spot investigations. The author pays special attention to the current situation of rectification of “the four problems of social conduct” and the further improvement of the mass work. Then the author analyzes in depth the existing problem in strengthening the construction of service-oriented party organization at the grassroots level and its possible causes. Generally speaking, Baoan District has large industrial area and huge population. In recent years, Baoan District conducted continuous reform and innovation, which helped it to gradually explore the new method of strengthening the construction of service-oriented party organization at the grassroots level. In this process, there’s examples of success but also problems to be tackled, like the change of international situation and party construction, elevation of self consciousness, diversification of the demands of interests, loss of ideals among some party members and lack of service tenet.On basis of experience and lessons about party construction in foreign countries and in other Chinese cities, together with the actual situation and experience of Baoan District in constructing a service-oriented party organizations in recent years, the author puts forward the further suggestions on strengthening the building of service-oriented party organizations at grassroots level: First, we should have a new ideology that is adapted to the new situation; Second, we should be more innovative in the method of strengthening the construction of service-oriented party organization; Third, we should have a sound system of evaluation for the party organization based on the satisfaction level of the people.
