A Study On The Problem Of Social Organization Participating In Community Service For The Aged

Aging population and urbanization has an obvious impact on the traditional model of family pension,and huge pension needs are not met. With the development of economic globalization, the Chinese Government began to shift to a service-oriented government from management government. Introduce social organization to home-based care services for old-age and let social organizations to participant in providing pension services, which is an important method in social public services, especially to the elderly services. With the rapid rise and development of social organization, the participation of social organizations in community home-based care services is a major innovation of the cause of social pension,and it’s also benefit to help the elderly social welfare meets the growing need. Social organization has its unique advantages in the pension services, and introducing social organizations to home-based care services for old-age is the development direction of Chinese social pension undertakings.However, there are many problems in the process of social organizations’ participate in home care services, and the fundamental problem lies in mechanism. Taking Nanjing Gulou District as an example, using the analysis tool of Embedding Theory, this paper will analyze the functional embedding and structural embedding of social organization in "home-based care services network", and study further sufficiency and rationalization of social organization’s "functional embeddedness". Embed social organization on home-based care services model, by playing the role of their professional functions and providing services to residents, meanwhile it will change the relationship between the main structure of the original model of home-based care services, making it an equal partnership and mutual assistance. Cooperative mechanism between Government, Social Organization, and Community is the powerful guarantee for keeping the development of home-based care services smoothly, and it is also the ultimate goal to develop the home-based care services model. The social organization of the "functional embeddedness" is the necessary condition of cooperative mechanism.There are four aspects which are used to fully implementing “functional embeddedness” of social society : firstly, to define their own position; secondly, to make sure the relationship between the three main parties are equal; thirdly, cooperative mechanism among the main parties will be constructed, reaching a relationship of cooperation and mutual assistance; and fourthly, the government, community, and social organizations carry out their duties respectively, and give full play to its unique strengths and capabilities in practice. Through these four aspects, social organization will fully realize the “functional embeddedness”, which helps social organization realize the “structural embeddedness” and finally realize true construction of cooperative mechanism and the “relational embeddedness”. Constructing the cooperation and the mutual assistance between government, community and social organizations has an important meaning in the transition to service-oriented government, economic and social development as well as promoting public management socialization. Currently, as a macro-manager, Government should contribute full leader role to guide social organizations in the community home-based care services so that can maximize its pension services, the significant thing is to strongly supporting in the resources and policies. Additionally, establishing an effective monitoring and evaluation mechanism and relevant laws in order to improve legal status of social organizations and make it genuine embedded into home-based care services model. By using three main supplier partnerships the public service capacity will be optimized and perfect, and the long-acting mechanism will be established.
