Research On New Rural Governance Mechanism From The Perspective Of Rule Of Law

China since the 15 th CPC National Congress make "rule of law" as the basic strategy of governing the country, has been constantly maintain and improve all aspects of the country’s ills. Through unremitting efforts, we have formed a socialist legal system with China characteristics and to build a socialist legal system in the direction of development on the basis of which in order to comprehensively promote the rule of law strategy to achieve the goal of building the rule of law in China.The key and difficulty to realize this goal are in the country, because there is a vast area of geographic presence, with a large population, relatively backward economy and uneven development. All aspects of practical difficulties, which determines the practical difficulties in rural areas is a challenge to the rule of law and is the biggest obstacle to our country’s legalization. Therefore, must pay attention to rule by law, rule of law and the rural governance is one of the important aspects in rural area.In order to comprehensively promote the development of rural society,we propose a comprehensive strategy of building a new socialist countryside, on the basis of our proposed to solve the "three rural" issue. The new rural construction is a systematic project, the need to promote all aspects of political, economic, cultural and other coordinated development. With the help of the force of law, the new rural construction will be placed on the scope of the rule of law to promote the new rural governance mechanism. The rule of law should also be to refine and improve within the range of law.In China since the eighty s, has been through the constitution and the laws such as the villagers committees established in rural areas step by step with the villager autonomy system as the core of "rural politics" governance mechanism, the rule of law in the rural governance mechanism on the overall direction is in accordance with the law of the history of the development of rule of law. However, due to various historical reasons and practical reasons, the governance mechanism in the process of implementation for the alienation, the current in real practice of rural governance and the governance mechanism of law appear very big disparity. In the process of the current rural governance, widespread the variety of existing strong governance outside of relying on the rule of law, makes the law governance mechanism become a mere formality, the current way of rural governance will inevitably need to change and improve.
