The interests of the farmers’ satisfaction is one of the biggest variables affect the condition of the rural political stability. At the present, peasants’ political participation consciousness is stronger and interest subject increasingly highlighted, to improve farmers’ interest expression ability is the proper meaning of maintain the political stability of countryside.In the view of interest expression, the present stage situation of rural political stability is facing a series of difficulties. These difficulties mainly concentrated in the following aspects:rural grassroots democracy although built more than thirty years, but the real operation situation is not optimistic; the fierce contradictions between farmers and the grassroots government; the rights consciousness gradually strengthen farmers and non rational way of adults. These difficulties is not an accidental phenomenon, the imbalance of farmers’ interest expression is the same reason behind these is farmers’ interest expression imbalance.How to influence the rural political stability? In this paper we discussed by the analysis for the formation of rural public policy. The public policy of benign can play a role in promoting political stability in rural areas and undoubtedly public policy malignant will destroy the countryside political stability condition. The key to decide on a public policy of benign is whether the expression of interest can be effectively.The farmers’ interest expression is an indispensable important link in the formation process of rural public policy. So we can draw, at the present stage,the basic starting point of maintain political stability in rural areas is constructs the balanced mechanism for expressing the interests of farmers.Constructs the balanced mechanism for expressing the interests of farmers, one hand we need to give full play to the positive elements of traditional benefit expression mechanism, on the other hand enhancement of farmers’ autonomy in the expression of interest.
