A Study On The Classification Of Community Public Service Provisioning Mechanism

The foundation of multi-centric governance theory is public goods theory, and the dichotomy of provision and production of public services theory. Public service should be provided and produced by different subjects because of their various properties. Public service has broad and narrow sense. The former means the public goods which are provided by non-specific subject for public interest. The letter refers to the public goods which the government produced in order to meet the human rights requirements of the whole society. Community public services are public services which provided by non-specific subject for community’s public interest. According to the degree of required level of community residents and the difficulties of public service delivery, community public service could be divided into three levels. The first level is the environment within the community, including sanitation and security environment. The second level is the community hardware facilities. The third level is a variety of self-interest and public welfare services provided by residents and their organizations. The first level and the second level are basic public services for their important role on community’s continued operation. The third level is called community’s developing public service.There are three operating patterns of community public service currently: proprietor committee pattern, unit arranged pattern and government arranged pattern. The defection of community services are low quality, inadequate supply, and the lack of supervision feedback mechanism. The main reasons for these problems are that the government did not carry out community public service classification, and the essence of the problem is the government’s unclearly functional division in community. They deal with it either laissez-fairly, put all the responsibility to the community, or blanket, take them all by itself.Basic community public services can be provided by the government, for its homogeneity and generality. Gridding mechanism and procurement of public services in community can be set up to solve the problem of feedback and lack of oversight mechanisms. Grid management makes public service being a seamless structure, so that public service’s command, implementation, monitoring become a line. Government procurement of public services makes producer multiple and breaks the monopoly which produces a competitive effect.Developing community public service should be provided by residents autonomously because of the heterogeneity and particularity. The foundation and operation of proprietor committee need public spirit and democratic consciences of the residents. Although these are not easy to possess under the current conditions, can gradually be improved through the development of social organizations. Meanwhile, the social organizations could be the main provider and producer of the developing community public services. The establishment and development of community social organizations require government guidance and support, and also need assistance of mature society organizations.
