The problem of corruption is the thorny issue to the world in the process of governance and clean government can not always be avoided. In recent years, our country entered a critical period of social transition, in order to cope with a series of opportunities and challenges in international competition, reform of the system is ongoing.During the crucial stage of reform, corruption tends to impede the pace of development of the country, resulting in a waste of national financial resources, and it will undermine the credibility of the country, the impact of China’s civil service to establish the image of public servants, and ultimately difficult to win widely support of citizens, not conducive to the realization of a harmonious society.In this context, in order to reduce the harm of corruption, encouraging honest and diligent civil servants, our country takes Singapore to CPF for reference, from 2000 began to try to introduce clean annuity design ideas. After years of exploration and pilot reform experience, Development Research Center of the State Council in 2013 proposed the establishment of a clean formal pension system for civil servants in the "383" reform program. With the gradual deepening of the CPC Central Committee since eighteen anti-corruption process, the anti-corruption efforts on the rise, more and more corrupt officials to pay for their own misconduct a terrible cost, which even involve national leaders, unprecedented corruption not only maintain the legal authority of the attitude of the country, leaving the citizens to see the determination and courage of the new government and the fight against corruption.However, the development of China’s pension system clean is not easy. Throughout fifteen years of the system’s development, due mostly to try from the local government, has been lack of top-level national level, detailed design, so honest public pension system has always been deeply controversial, it is difficult to really be effective. The current pension system lacks a legal basis for a clean, while running part, many cities have not set specific payment, deducted standards for major errors or can’t be clearly defined scope of the corruption’s concept. In addition, supervise pension system are mostly clean and internal supervision, supervisors are often subject to the supervisor, the situation is very prone to failure supervision. The effect of a system requiring multiple aspects of political, cultural and economic cooperation, apparently honest in supporting measures to improve the pension system also there is still much room for maneuver. Therefore, how to grasp the legitimacy of the pension system honest and reasonable system design and operation mechanism supporting measures? How to put an end to corruption by strengthening the supervision of repetitive to tackle, corruption punishment afterwards converted from traditional to advance the prevention, and ultimately to civil groups in consciousness by "not greedy" over the "do not want greedy"? These are clean and pension system in the future direction of the use to be considered. This article will take more questions, combined with the latest policy direction, starting from the concept definition and honest pension system reform process, summarize our pension system honest exploration stage reflected the specific problems, analyze the implementation of the current situation on the basis of the civil service the necessity and feasibility of clean pension system and clean government to fully draw on the experience of Singapore, Hong Kong, Denmark and other countries and regions, and ultimately make appropriate countermeasures and suggestions on how to build a clean line with China’s national conditions and pension system.
