Dividing administration of a nation is its one of primary policy. Every dynasty of China all has considered problem of the dividing administration. Chinese origination of civilization begins from “the dividing the 9 states of King of Dynasty Xia”, but by the traditional agriculture-civilization in China, the dividing administration as wide region would be more considered, even if China also is one of state-city which early emerged in the world, and its civilization ever was very high level. However, Chinese cities in the certain level were political and trade’s central in ancient, and rulers importantly governed and controlled the wide region of city and village.City system of modernity began from earliness of 20 st century. During National Republic of China city’s system develops in the certain level. In the earliness of People’s Republic of China, it inherited former’s legacy of city’s system. During classic socialist construction, and by influence of plan-economy, city’s system would be developed as a administrative system which was wide region. After the reform and openness, with help of the reform of government’s institutions and adjustment of administrative system, city’s system rapidly developed and became a important classes of administrative system.City’s system has included all classes of region’s administrative system.This article combed out the origination of city and process of development,analyzed important problems of existing city and their influences of government’s function,analyzed reasons which lead to problems--city system in China and provided the primary proposes about reforms of city’s system.I also explained special and historical background and economic basis during construction of city’s system in China,provided the international conventions which must be followed in the construction of city’s system and considered the differentiation between system of wide region and system of village and town;considered market-economy as direction and provided primary function with the public products and public service of city’s government; implemented “ dividing of city and village “,followed the differential characteristics between them and taken differential path of development; both arrangements administrative system and differentiation of government all must be put in the road of constitutionalism and implementing law. Reform of city system already is more urgent.
