Research On The Power List System Of City And Town Under The Background Of The Integrated Reform In A City

This paper commits itself to the research on the city and town power list system under the background of integration reform by taking City A as an example.The logic of the argument is as follows: the reason why integrated reform taking the reform of the power list as its basis is that many problems have been caused since the power allocated in grass-roots by the traditional power system is too limited and power list are revitalized with the measure of clearing and delegating rights by integrated reform,constructing the unique system of the city and town power list.This study adopts literature research,case analysis and other research approaches.In the overall arrangement,the paper is divided into five parts.Part one collects and summarizes the research on the relationship between power list and township by taking literature research method and write a literature review.In order to discuss the redistribution of town power formed in the integration reform and to expect the future development to start the institutionalized legal process of rule of law in the direction of limited power and decentralization,the concept of "the power list system of city and town" was created in this paper.Part two introduces the power list system of city and town as an important part of the integrated reform and analyzes the logical connection between the system and reform from the following three aspects: reform power,collaborative platform and system performance.Part three elaborates the development of the city and town power list system.The first stage is the formulation of the list of city powers.The second stage is the adjustment of the power list among the vertical government levels.The power list endows more administrative power to cities and towns than ever,which has changedthe unreasonable state of power allocation under the traditional administrative structure system,which has opened a useful exploration for grassroots governance innovation.The third stage is the adjustment of the power list among the horizontal government departments through the reform of the relatively centralized power of licensing and administrative punishment power.Part four emphasizes on the problems and their reasons of the city and town power list system in the integration reform.Research shows that the current standard and performance of the city and town power list are still deficient,caused by the resistance from the administrative department and weak implementation capacity of township.The solution to these problems is very essential for the power list system of city and town to play the expected role.Part four analyzes the reasons from the legal level,organizational level and technical level.Part five puts forward a solution in view of the problems.The construction of the city and town power list system should transform the "power clearing" measures into the "restriction of power" effect by the method of the rule of law,and deepen the "delegation" to "decentralization".Meanwhile,the reform of institutions should be deepened and the construction of information strengthened.This requires not only the positive role continually played by the local government in the reform,but also the strong support from the high-level legislative and administrative organs.Based on all the above discussed,this article concludes that under the background of integrated reform,the list of city and town power is of high institutional value,and should further play a vital role in the transformation of government functions,the cultivation of social forces and the promotion of market prosperity.
