Research On The Construction Of Administrative Affairs Function

The work of administrative affairs management is not only an important guarantee for the orderly operation of the government but also an important content of the construction of the government itself. In recent years, with the publicizing of the three public consumptions, the promulgation of the Eight Regulations by Political Bureau of the Central Committee, and the start of the work to stop the construction of new offices and to clear the overbuilt offices, the work of administrative affairs management is ready to appear from "behind the stage" to "the stage". The departments of administrative affairs management at all levels begin to undertake the task of cleaning the overbuilt office, rectifying the official car, standardizing official receptions, promoting the policy of practicing strict economy and combating waste. In the new situation, governments at all levels must deepen the reform of administrative affairs management system. At present, we must clarify and standardize the administrative affairs management functions and promote the centralized and unified administrative affairs management to avoid duplicate construction, overlapping organizations and functions and conflicting policies from different departments. Therefore, it is significant to strengthen the research on administrative affairs management function, to promote the construction of scientific, institutional and law based government management in building a service-oriented, law-based and clean government.In this paper, the current situation of the construction of the Jiangsu provincial government affairs management system function analysis. Through the investigation of a special subject, in Jiangsu Province under the jurisdiction of the municipal government offices administration departments to fulfill the functions of combing, based on, research and analysis of office management functions existing in the construction of the main problems and the reasons; through comparative analysis of the way, lists the work practice of the United States, Germany, Sweden and other developed countries legislative affairs, summed up the useful experience of our government affairs management function construction. Finally, based on the actual Jiangsu provincial city, put forward the countermeasures and suggestions to strengthen the construction of government affairs management functions. This paper argues that to break the current office management functions in the building of many problems, at all levels of government and the competent department of institutional affairs must be scientific positioning of administrative affairs, clarify the responsibilities and rights, promoting statutory authority management function, strengthen the related transaction management system standard construction, deepen the Government Offices Administration reform.The innovation of this paper is to define the role of the authorities affairs authorities, it is clear the basis of authority management function development direction and focus.
