In order to adapt to different stages of economic and social development,China has carried out several administrative and institutional reforms,systematically adjusted the organizational structure and management system of the party and the state,and achieved remarkable results.With the continuous advancement of the development of the party and the country,in face of new key tasks and contradictory problems in different periods,it is necessary to dynamically adjust and optimize the institutional settings and functional allocation in various fields.The normal operation of the party and state organs is inseparable from the logistics service guarantee,and the logistics service guarantee is an important content of the organization’s affairs management.The work efficiency of the party and government organs and the ability to provide public services are directly affected by the quality and effectiveness of the organization’s affairs management.In the 2018 reform of the party and government institutions,City X established the Government offices administration,which basically realized that the management,guarantee,and service of the municipal government affairs were under the overall responsibility of one department.However,based on the needs for the development of government affairs in the new era,and compared with the management of government affairs in advanced provinces and cities,there are still problems such as unreasonable institutional settings and insufficient functional allocation.This paper takes the institutional setting and functional configuration of the Government offices administration of X city as the main research object,and uses the New Public Management Theory,Principal-agent Theory,and "Whole of Government" Theory to systematically sort out the historical process of the reform of the Government offices administration of city X,and conduct on-the-spot investigations on Government offices administration,the department’s performance of duties,it is pointed out that the operation mechanism of institutional setup and functional allocation is not working smoothly,management and administration are not divided,and political affairs are not divided,internal institutions are set up unreasonably,the role of subordinate units is not obvious,and functional allocation has not achieved centralized and unified management,etc.By learning from the experience in setting up and configuring functions of Government offices administration in the pilot provinces and cities,this paper puts forward countermeasures and suggestions for the organizational settings and function configuration of City X’s Government offices administration.This paper argues that city X should set up an unified Government offices administration in terms of institutional setup,as a deputy-bureau-director level municipal party committee agency to ensure the executive power in coordinating the agency affairs management;for internal agencies setting,city X should set up business,comprehensive,and staff offices,and provide service guarantee support through affiliated institutions and enterprises to ensure the bureaus’functional positioning of administrative departments;in terms of functional configuration,the scope of centralized and unified management of agency affairs should be further clarified,and at the same time,It is necessary to clarify the functions of promoting the standardization and informatization construction of government affairs among the main functions,promote the management of the functions of the government affairs bureau,and assign the function of service guarantee to the affiliated institutions.
