Therefore, the study of urban traffic congestion phenomenon has a positive significance to promote the scientific development of cities. Yangzhou is an important city in Jiangsu Province, has a long history and long-standing cultural traditions, because the urban development earlier, population and vehicles increase sharply, urban traffic congestion phenomenon is very serious. Overall, the Yangzhou municipal government to pay a lot of money and effort on solving problems, also achieved good results, but there are still some of the unsatisfactory.
