Research On The Control Countermeasures Of Urban Traffic Congestion Problems In Tianjin

With the course of urbanization, a large number of rural people come into Tianjin,which lead to the rapid expansion of urban population, and aggravate thecontradictions between traffic demand and traffic supply. In addition, there are otherurban transport problems in Tianjin: the urban transport structure is irrational; theurban road facilities and management facilities are imperfect; and the intelligenttransport management systems are backward; there lack of the systematic transportmanagement measures. Besides people have poor awareness of the low-carbontransport concept and frequently disobey the traffic rules. All of these lead to theurban traffic congestion in Tianjin. The paper puts forward that the heavy traffic inTianjin can not be ignored and need to bring the problem under control without delay.Firstly, the paper defines the concept of traffic congestion, and summarizes therelevant theories of solving traffic congestion at home and abroad, which provide theconceptual and theoretical basis for the following chapters. Secondly, the paper takesthe traffic condition of Tianjin for example to show the phenomenon of heavy trafficin Tianjin. And then analyze the reasons through three aspects: structural factor,objective factor and subject participation factor. Thirdly, it uses the inspiration ofsolving the traffic congestion got from cities of the developed countries such asSingapore, Britain, France, Japan and Sweden to solve traffic congestion in Tianjin.On the basis of it, finally it puts forward the effective countermeasures of trafficcongestion in Tianjin.The paper applies the concept of low-carbon transport to control the trafficcongestion through reducing the use of private motor-driven vehicles, developingpublic transport and rail transport systems, exploiting and using new energy，scientifically planning for urban transport and etc. And the paper focuses on studyingthe control countermeasures of urban traffic congestion problems in Tianjin. It putsforward the innovative countermeasures that government, public transport companiesand residents should assume their respective roles and work together to solve thetraffic congestion in Tianjin, taking the reform of transport administrative management system in Tianjin as the basic point, around the two points of view ofcontrolling the needs and increasing the supply to take measures.
