A Study On The Role Of Local Government In The Construction Of New Urbanization

The new urbanization and integration of urban and rural construction are important strategies of national affairs of the new central government led by Comrade Xi Jinping, but also is an important strategic move that will push China’s economic and social development. As we know, China has a large population, a vast territory, and many regions differs in natural conditions, history, culture, economic development and other aspects, all of which require following the basic requirements of the new urbanization and integration of urban and rural areas and combine it with the local condition closely. So it is the inevitable choice to promote the new urbanization and integration of urban and rural construction. Yangzhou is not an exception. Basic requirements include following "the goal of new urbanization", "focus of new urbanization", "the way to push new urbanization", meanwhile particular characteristics need to be fully grasped, such as the special location of yangzhou-the central and peripheral position; transitional stage of late industrialization; the characteristics of supporting urbanization, unique cultures and ecological environment. Only in this way, can the whole society step into the path leading to the new urbanization and integration of urban and rural construction.China’s urban development, on one hand, needs help market act as the basis of the allocation of resources; on the other hand, also needs the government act as the leading role to fulfill the changing role from manager of economic affairs to manager of public affairs-from powerful government to capable government. Governmental ability is constantly improved in constructing urban infrastructure, supporting industries, gathering popularity, cultivating cultures. This article focuses on how the local government works in the development of new urbanization. It discusses the current situation of new urbanization in Yangzhou, analyzes the reality of new urbanization in Yangzhou, concentrates on the role the local government plays in the construction of urban infrastructure, in supporting the industries, in gathering popularity, in cultivating urban cultures, in its own transformation of government functions.
