Study On The Transformation Of Government Functions In The Process Of Urbanization In Chaoyang City

With the Chinese reform and opening-up,especially after entering the new century,China's economy has been growing rapidly.The reform has made considerable progress,meanwhile,China's urbanization level is also rising which reached 56.1%.However,in the process of urbanization has achieved fruitful results,but also faces many contradictions and conflicts,especially in the current economic environment of China's economy which needs to be reformed and improved from each aspects.Party in the 18th Congress explicitly put forward the concept of "new towns",which aims to vigorously develop the small and medium cities' market economy,promote the progress of urbanization,and construct the harmonious with common prosperity of the friendly society.As an important part of urbanization,the local government is shouldering the important responsibility.However,the local government in our country is confronted with the gap between local economic development,the protection of environment,the gulf between the urban and rural areas,health care and other aspects of the contradiction highlights are becoming more obvious because of the restrictions of the traditional management style and culture,which will be the new challenges in the process of new urbanization.China's urbanization was taken into background in this paper,and we take Chaoyang government as an example,by using urban-rural dualism,the theory of the functions of the government and public service theory to analyze the necessity?feasibility and difficulties of the government function' transformation,and combined experience of other cities in our country to promote the local government into service-oriented one.This article is divided into five parts:in the first part,the background and theories of the transformation of local government functions and practical significance are described,and we propose the idea and the method of this paper which is based on analyzing the status both at home and abroad.In the second part,we introduce the related concepts,and clarifies the relationship between urbanization and the transformation of government functions,and summarizes the significance of local government transformation of government functions in the process of urbanization.The third part analyzes the necessity of Chaoyang Government changed into service oriented government,which is influenced by the public demand,social environment and ecological environment.And we explain the feasibility of the transformation by political guarantee,economic support and other favorable conditions and we also pointed out difficulties in the transformation of Chaoyang City which need to focus.In the fourth part,according to the location,we selected key cities and counties,and analyzes the advanced experience of these counties in the urbanization process in the government transformation,and we summed up the enlightenment of development of Chaoyang City Government by key analysis.In the fifth part,we proposed the idea that in the transformation of Chaoyang municipal government functions which should be set up,we need to follow the principles and methods so as to improve the public service system,and comprehensively accelerate changing the role of the government of Chaoyang City,a comprehensive reform of the government responsibility into the change into economic regulation,we need to solve the problem of finance by a variety of ways,and strengthen the quality of the civil servant in Chaoyang City.We hope that all these could play a positive role into the transformation between the government and the service oriented government.Meanwhile,this paper is intended to provide some useful reference for the less developed urbanization.
