The Current Situation And Countermeasure Of Karamay District Home-Based Elder Care

In the age of population aging,how to deal with the problem of old-age and to meet the needs of the growing demand of the elderly is an important issue facing all countries.With the increasing of the aging of Karamay District population,the number of different groups of the elderly has gradually increased,which brings great challenge to the service field of the old.At present,the family Pension service model effectively saves the social resources,reduces the endowment pressure,the service scope and the service content is widespread,not only has integrated the home endowment,the Community endowment and the institution endowment function,and has realized the old person's home endowment intention,at the same time is suitable for our country national conditions and the Become an aging society's best choice.In 2007 Xinjiang and the whole country started synchronously and took the lead in the pilot work of Karamay District in the home.As a demonstration base of the old-age service,Karamay District has made some achievements in service delivery and has been universally recognized by various regions.The author starts with the Karamay District Home Pension Service,through the survey of the relevant literature and the Karamay District civil and Street Home Pension Service Center,15 home Care centers(stations)and 50 elderly families,related staff and elderly families as the object of investigation,through a questionnaire survey,Interview method and actual participation and other field investigation methods,this paper combs the policy system,service implementation and development achievement of the domestic endowment service in this area,discovers and analyzes the existing problems on this basis,and draws lessons from the advanced development experience at home and abroad,and tries to put forward corresponding countermeasures and suggestions for the further standard development of the home aged service in this area.In combination with the investigation results and the actual situation,the author thinks that there are some important problems,such as lack of fund,single service content,lower overall level of service providers,insufficient supply of services and surplus,lack of departmental coordination ability,low degree of social accreditation andKaramay District.On the basis of reading a large amount of literature and On-the-spot investigation,the author thinks that the service development should be further accelerated first,strengthen the government guidance,gradually perfect the policy support system,foster the participation of the social forces,strengthen the capital investment,establish the top level design comprehensively,and the policy support is stronger.Secondly,we should foster the construction of multifunctional team,improve the development ability of the service subject,construct the Endowment service system and provide a more diversified and systematic service system.Finally,the recognition of filial piety,improve service awareness,mobilize the enthusiasm of the elderly.
