On The Modernization Of State Administration

China has entered into a period of rapid development,especially in the process of reform and opening up. As China has made great achievements and progress in various areas,including economy, political, culture and social development,the deep social problems are getting more and more serious. The traditional government control mode is difficult to continue.The widespread use of Internet and China’s integration into the world of globalization has accelerated the modernization of society. The social modernization has resulted in the modernization of human life, thinking and life style. Against such background, the party has put forward the overall goal of the comprehensive deepening reform which is to improve and develop the socialist system with Chinese characteristics and promote the modernization of national governance system and capacity”. Meanwhile, the Party has also come up with the concept of “modernization of national governance”, which indicates that Chinese modernization construction has shifted from construction of material and spiritual civilization to the construction of institutional civilization. This important shift has reflected the CPC’s understanding of the institutionalization and profoundness of reform, which is an important innovation in national governance thought and is also an important contribution to the theory of the socialism with Chinese characteristics. Moreover, this shift regarded as the enrichment and further development of Marx’s state theory indicates that CPC’s comprehension of rule of social development, rule of socialist construction and rule of the party’s ruling has reached a new height. This shift has also reflected that China has gradually formed the mature “Chinamode”. Simultaneously, the shift is a significant measure for CPC to conform to the global modernization. In the reform, the modernization of national governance has become a bright spot and attracted great attention of the academic circle.Based on the idea of “modernization of national governance” advanced in the Third Plenary Session of the CPC18 th Congress, this paper mainly discusses how to improve the modernization of China’s national governance capability and explores into several key issues from the perspectives of government, society and citizens. The author of this paper has researched into several issues. For example, what is the modernization of national governance? Why should China carry out the modernization of national governance? How is the modernization of the national governance system constructed?Based on these three aspects as breakthrough points, the full text is divided into four chapters. The first chapter serves as an introduction, which introduces the background and significance of the research and the current condition of domestic. The second chapter elaborates the connotation, the ultimate goal and formation model of national governance modernization from the four perspectives, namely, how to understand modernization, modernization of state system,modernization of national governance capacity and modernization of national governance system. The third chapter introduces the driving force of national governance modernization from various perspectives, including international and domestic background, national governance tasks, stability of political power, the two social competitive systems and the party’s historical position. The fourth chapter expounds how to construct the national governance system mainly from four perspectives, namely, sticking to thesocialist system, actively practicing the socialist core values, strengthening the legal-oriented government, and forging responding government in the new media era.By conducting systematic studies, this paper arrives at the conclusion that in order to carry out the modernization of national governance we should never divorce from socialism and all the reforms must be carried out in the socialist society.The channel to realize modernization of the state governance in China must always adhere to taking socialist road and continue to reform and perfect the socialist road. As far as ideology is concerned, we must put the socialist core values at leading position, improve the law system, perfect legal-oriented government, implement administration according to law and strengthen the construction of legal system. In today’s multimedia era we must strengthen constructing the governmental and social response mechanism, encourage the political interaction between the government decision-making departments and the majority of Internet users. Meanwhile, we should also constructive the mechanism for government to respond to the political involvement of Internet users.
