After our country joins into WTO, the process of integration of China's economy and international economic are accelerated day by day, so are the homogeneity of products and service, as well as the diversified trends of customer's demand. As more and more overseas enterprises enter into the domestic market, there are more and more rivals that enterprises of our country must be confronted with, and the competition pressure becomes greater and greater. The competition among enterprises is the competition of the core competitiveness now. If enterprises of our country want to get survive and development in the market environment of keen competition, they must promote the core competitiveness of enterprises constantly, draw lessons from the experience of management of good efficiency both from domestic and international enterprises, grasp modern enterprise ideas and skills of management science, seek benefit from the inside management, promote one's own core competitiveness through management, improve the performance of organizing.Performance Management (PM) holds the key position in the system of human resource management, plays an important role, and combines with other links of human resource management system closely, promotes mutually. However, there are actually few enterprises using the PM in our country, and the enterprises that carry PM into execution have not gained the satisfying result. PM is like a double-edged sword, doing well can improve the organization performance, create greater benefit, keep outstanding talents here; otherwise, it will attack staffs morale and affect the enterprises' competitiveness. Especially at present, enterprises of our country are at the stage of transforming from traditional personnel management to modern human resource management. How to make the world-famous maturity experience local, how to make the performance management theory into practice, those are the subjects that need to put forth effort to explore and study.Through the explanation on the theory PM, the analyses and description of PM of the current situation of domestic enterprise and the preliminary research of the existing problem, this paper puts forward some countermeasures.(1)PM is different from the efficiency checking. PM is a close circulatory system, including performance planning, performance implement, performance checking, performance feed backing and interview and performance result applying. etc.. performance checking is only one component of the PM system.(2)The current situation of PM in our country is that a lot of enterprises has realized the importance and necessity of PM, and also has already carried out or plans to carry out the PM. But most enterprises which have carried out the PM going ahead of the rest think that they has done a large number of work on PM, but does not get a anticipated ideal result. As a result, some enterprises contain the current situation, no longer continue to explore and improve the PM system; some others simply stopcarrying out PM.(3)The question existing of PM in enterprises of our country is that the realization of PM is inaccurate, the concept of performance checking and EM is confused, the implement mechanism of PM is not perfect, the checking and evaluation of efficiency is not scientific. etc..(4)Countermeasure of carrying out PM in our country is mainly as follows. Promoting the PM idea, setting up effective PM system, paying attention to avoid some problems that apt to happen, doing a good job of the combining organically of every link of PM system.
